Tax Research: Researching State and Local Tax Law (Fourth Edition)
Author: David L. Gibberman

Description:
State and local taxation has become such an important and complex issue that many individuals specialize in the subject. Almost every tax question requires an analysis not only of federal tax laws but also of state and local government tax laws. By obtaining an understanding of the issues involved in state and local tax law and the resources about such laws that are available to you, you will know when you need to research state and local tax law and when you will need to obtain the aid of a specialist.

This course covers information about states whose tax laws may apply, multistate tax agreements, state tax statutes, administrative and judicial interpretations of state and local tax laws, as well as other relevant issues.

After completing this course, the participants should be able to:

  • Identify the special challenges in researching state and local tax law
  • Realize the need to clarify whether state and/or local tax law is part of a research assignment
  • Determine whether state and/or local tax law applies to a tax question
  • Determine whether a nonresident of a state is subject to that state's tax laws
  • Apply the special rules when a state's tax laws are applied to a nonresident
  • Locate and work with state tax statutes
  • Describe what types of administrative interpretations of a state's tax statute are issued and how those administrative interpretations can be located
  • Identify the hierarchy of a state's judicial system and locate judicial decisions regarding a state's tax laws
  • Locate secondary sources regarding a state's tax laws
